New 3D URP Sample Scenes Project is created with an invalid dependency on com.unity.render-pipelines.universal-config when creating the Sample Project for the first time

How to reproduce:
1. Try and create a 3D URP Sample Scenes Project through HUB

Expected result: The Project is created successfully
Actual result: The Project is created with an invalid dependency on com.unity.render-pipelines.universal-config

Note: Issue only happens when creating the Project for the first time, no logs available, tested on multiple first-time setups

Reproducible with: 2022.3.15f1
Not reproducible with: 2023.1.20f1, 2023.2.1f1, 2023.3.0a18 (No URP Sample Scenes)

Reproduced on: macOS Sonoma M1
Not reproducible on: Windows 11
