How to reproduce:
1. Open the attached project “Dragging.zip”
2. Drag and drop “New Material.mat” asset into the parent “Scenes” folder
3. Observe where “New Material.mat” asset is placed

Expected result: Asset is placed in the “Assets/Scenes” folder
Actual result: Asset is placed in the “Assets/Scenes/Scenes” folder

Reproducible with: 2023.1.0a6
Not reproducible with: 2020.3.38f1, 2021.3.8f1, 2022.1.13f1, 2022.2.0b5, 2023.1.0a5

Reproduced on: macOS 12.4 (Intel)
