After reviewing the issue and the impact it has on our users our team has decided that this case will be resolved as "Won't Fix".This does not mean that the issue isn’t a legitimate bug, but instead that we are not able to prioritize the fix, at this time. How to reproduce:
1. Open the “PerforceMaterialIssue.zip“ project
2. Go to Edit->Project Settings-> Version Control
3. Set the mode to Perforce
4. Fill in the fields under Version Control accordingly and press “Connect“ button
5. Submit the current version of the project in Version Control
6. Search “t:material“ in the Project tab
7. Select “Liquid_Mat“ and “Plastic_Transparent“ materials
8. Save the project and observe Version Control

Expected result: Materials are not opened for edit in Version Control
Actual result: Materials are opened for edit in Version Control

Reproducible with: 2020.3.47f1, 2021.3.24f1, 2022.2.18f1, 2023.1.0b15, 2023.2.0a13

Reproducible on: Windows 10
