Scrolling stops working in the "Library" then "Editor Extension Authoring" becomes checked

Steps to reproduce:

1. Create a new project
2. Go to Window -> UI Toolkit -> UI Builder
3. Go to the "Library" section
4. Collapse all the sections - "Containers", "Controls", "Numeric Fields"
5. Go to the kebab menu next to the "Library" and select "Editor Extension Authoring"
6. Try to scroll

Actual results: Scrolling does not work. Video is added below in the "Attachments" section.

Expected results: Scrolling should work.

Reproducible with versions:  6000.2.0a9

Not reproducible with versions: 6000.2.0a8

Can’t test with versions: -

Tested on (OS): M1 Max - Sequoia 15.3.2
