Steps to reproduce:

Open any Project
Select any GameObject in a Scene and minimize the Editor Window so that a vertical scrollbar appears
Hover over any Property and wait for the Tool Tip to appear
Scroll via scroll wheel down and observe the Tooltip

Actual results: Tool Tip remains drawn even when the cursor is over other Labels that produce Tool Tips or over parts that produce no Tool Tips

Expected results: Tool Tips are redrawn when cursor is over Labels or any other parts of the Editor UI that produce other Tool Tips, Tool Tips disappear immediately when the cursor is not over anything that produces other Tool Tips

Reproducible with versions: 6000.0.67f1, 6000.3.7f1, 6000.4.0b7, 6000.5.0a6

Tested on (OS): Windows 11
