Mac on 2023.1.0a20 is unusable, issues with constant buffers

2023.1.0a20 onwards

I built the branch and the issue is now gone

Reproduction:

1) Open a new HDRP outdoor scene

Result: flickering, sometimes even full mac freeze into booting.

Does not reproduce on 2023.1.0a19
The exact version I used for reproduction is from saihai: [unityhub://2023.1.0a20/88c767dfc7b6]
It works fine on windows.
