Layout Element component does not display mixed values when multi editing objects and values are not synced between multiple Inspector windows

Steps to reproduce:

1. Open the attached project
2. Open the Sample Scene
3. Select the Panel object
4. Observe that the Layout Element component does not have any toggles enabled
5. Select the Panel (1) object and observe the enabled toggles
6. Multi-select both Panels and observe the toggle values

Actual results: Mixed settings are not displayed. Component values are not synchronised between all Inspector windows

Expected results: Mixed settings are displayed with a '-' symbol. Component values are synchronised between all Inspector windows

Reproducible with versions: 6000.6.0a6, 6000.6.0a8, 6000.7.0a1

Not reproducible with versions: 6000.0.77f1, 6000.3.18f1, 6000.4.12f1, 6000.5.0f1, 6000.6.0a5
