Mouse scrolling and slider arrows do not work when calling ScrollToItem before filling the itemsSource list

Reproduction steps:
1. Open the attached "Repro" project
2. Open the "Assets/Scenes/SampleScene" scene
3. Enter the Play Mode
4. Try to scroll with the mouse wheel or click on the slider arrows
5. Observe the results

Expected results: The slider moves when scrolling or clicking the slider arrows
Actual results: The slider does not move when scrolling or clicking the slider arrows

Reproducible with: 2023.2.0b3, 2023.2.16f1, 2023.3.0a2, 6000.0.0b13
Not reproducible with: 2021.3.36f1, 2022.3.22f1, 2023.2.0a23, 2023.2.0b2

Reproducible on: Windows 11 Pro
Not reproducible on: No other environments tested

Notes:

• Scrolling and arrow buttons start to work after clicking and dragging the slider
• Scrolling while it's entering the Play Mode sometimes unstucks the slider and makes it possible to scroll on the affected versions without having to click and drag the slider
