How to reproduce:
1. Open the attached project
2. Click Window -> General -> TestRunner
3. Switch to PlayMode tests
4. Run GraphicsSettingsTests and PauseMenuTests separately(Both will succeed with no errors thrown in the Console window)
5. Run Both tests classes at once
Expected results: All tests pass as before
Actual results: Pause menu tests will faill due to IndexOutOfRangeExceptions thrown by UnityEngine.InputSystem.InputManager.AddStateChangeMonitor
Reproducible with: 2019.4.37f1, 2020.3.32f1, 2021.2.17f1, 2022.1.0b13, 2022.2.0a8
Tested with package versions: 1.0.2 - 1.3.0
