Splash Screen jitters back and forth when moving it

Steps to reproduce:

1. Create a Project
2. When the Editor's splash appears, move it by holding down Mouse 1 and moving the cursor

Actual results: The Splash screen jitters back and forth

Expected results: The Splash screen is moved smoothly

Reproducible with versions: 6000.2.0a10

Not reproducible with versions: 2022.3.61f1, 6000.0.48f1, 6000.1.0f1

Tested on (OS): Windows 11

Note: Issue reproduces on 6000.2.0a9 differently
