UI Toolkit sample window missing Editor Only tabs

There is no expectation that these 2 windows match. It would be nice if they do, but it's not part of our requirements so this can't be a bug.

Steps to reproduce:

Open Edit > Project Settings > UI Toolkit and enable Editor Extension Authoring by Default
Create a ne UI Document and open it
Open Window > UI Toolkit > Samples
Observe multiple Editor Only tabs are missing

Actual results:
Multiple Editor only tabs are issing (Toolbar, Inspector, Containers(Editor Only))

Expected results:
All tabs can be seen in Samples window

Reproducible with versions:
6000.0.46f1, 6000.1.0b14, 6000.2.0a8

Not reproducible with versions:

Can’t test with versions:
6000.0.45f1 and earlier does not have these tabs

Tested on (OS):
Mac OS 15.3.2
