New Releases are shipped without the newest URP and HDRP Template Versions

Steps to reproduce:

1. Install a new version from the reproducible streams list
2. In Hub try and Create a New Project
3. Observe the Upgrade Buttons for the Universal 3D and High Definition 3D Templates

Actual results: New releases are not being shipped with the newest Template Versions, bloating the Installs folders as Users are expected to immediately download new Templates when creating Projects

Expected results: Releases are shipped with the newest Template Releases without bloating install size unnecessarily 

Reproducible with versions: 6000.3.12f1, 6000.4.1f1, 6000.5.0b1, 6000.6.0a1

Not reproducible with versions: 6000.0.71f1
