We have just added a fix for this issue in 2023.2 and forward. Unfortunately we can't port the fix to 2022 and 2021 because it depends on a major change on how UI Toolkit pointer events are propagated, which has a direct effect on this issue. Fixing this issue without the change in propagation behavior is much harder and prone to introducing other regressions in otherwise stable releases.
