2022.1 has reached end of life so the issue will be fixed in a newer version.
Reproduction steps:
Open the attached project
Open the “/Assets/SampleScene.unity” Scene
Open the Scene View and the Game View side by side
Enter the Play Mode
Select the “Circle” GameObject in the Hierarchy window
Expected result: The Animation plays all the time
Actual result: The Animation plays only when the “Circle” GameObject is selected and Scene View is visible
