Tab on empty search doesn't pop up the recent search window any more

The recent searches are shown in the Empty search view.

Steps to reproduce:

1. cmd/k to open quick search window

2. press tab with empty search string

Expected results:

recent search window pops out

Actual results:

select search area window pops up instead
