Brush Pick Overlay automatically closes when interacting with Tile Palette controls while Hide on Pick is enabled

How to reproduce:

1. Open the attached "IN-143472_BrushPick_Bug" project
2. Open the Tile Palette window and enable "Tile Palette Brush Pick Overlay" in the Scene view
3. If the Brush Pick Palette is empty, follow the provided instructions in the “Tile Palette Brush Pick Overlay”
4. Select "Hide Brush Picks on Pick" in the top right of the Overlay
5. Try moving the Pick size adjuster slider back and forth
6. Observe the "Tile Palette Brush Pick Overlay" closing

Actual result: The "Tile Palette Brush Pick Overlay" closes
Expected result: The "Tile Palette Brush Pick Overlay" stays open
