Emissive decal doesn't show in terrain when the Decal Layer and Light Layer are enabled in the HDRP Asset

Fixed after 15.0.0 (2023.1.0a8) because light layers/decal layers have been replaced by rendering layers.
As mentioned in the jira this has been fixed after 2023.1.0a8 due to the decal layers being removed
Steps to reproduce:
1. Open the attached project “DecalLayerBug“
2. Open the “Assets/IssueScene.unity“ Scene
3. Observe the terrain around the “Decal Projector“ GameObject in the Scene view
4. Select the “Assets/Settings/HDRP High Fidelity.asset“ Asset
5. Enable the Decal Layer
6. Observe the terrain around the “Decal Projector“ GameObject
Expected result: Nothing changes
Actual result: Emissive part of the decal is lost on the terrain
