Package Manager's "Locate", "Manage", and "Open VFX Graph Samples.." buttons are not aligned when Visual Effect Graph package is installed

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Open the Package Manager window (Window > Package Management > Package Manager)
3. Click on Unity Registry
4. Install Visual Effect Graph package
5. Observe the Package Manager window

Actual results: "Locate", "Manage", and "Open VFX Graph Samples.." buttons are not aligned

Expected results: "Locate", "Manage", and "Open VFX Graph Samples.." buttons are aligned

Reproducible with versions: 6000.0.54f1, 6000.1.13f1, 6000.2.0b11, 6000.3.0a3

Tested on (OS): Windows 11, macOS Silicon Sequoia 15.5
