Light Explorer window can't be scrolled horizontally by using a trackpad gesture when there is no vertical scrollbar

How to reproduce:
1. Creare a 3D URP Sample project
2. Go to Window -> Rendering -> Light Explorer -> Reflection Probes
3. Make sure to resize the window so there is a horizontal scrollbar and no vertical scrollbar
4. Use a trackpad gesture to scroll horizontally

Expected results: The tab can be scrolled
Actual results: The tab can't be scrolled
