Script missing in "Assets/Settings/Mobile_Renderer/GlobalVolumeFeature" of "com.unity.template.urp-blank" template

Steps to reproduce:
1. Create a new URP 3D Blank template project (com.unity.template.urp-blank)
2. Select "Assets/Settings/Mobile_Renderer/GlobalVolumeFeature" in Project view
3. Observe the missing script in the Inspector

Expected results: script is attached to Mobile_Renderer/GlobalVolumeFeature
Actual results: script is missing

Reproducible: 6000.0.33f1, 6000.1.0a10
Could not test on 2021.3.47f1 and 2022.3.55f1 due to the com.unity.template.urp-blank sample not containing Mobile_Renderer settings file

Testing Environment: Windows 11 23H2
Not reproducible on: no other environment tested
