Reproduction steps:

Create new project
Add ProjectID in Services along with enabling Cloud Diagnostics (Edit > Project Settings… > Services)
Enter Play mode then quit it
Turn off the internet connection on a working machine
Enter Play mode then quit it
Build And Run the project (File > Build And Run)
Observe the build process

Expected result: Build finished without any errors
Actual result: “Missing Project ID“ warning pops up
