Reproduction steps:

Open the user's attached “OpenXR_regression_test.zip” project
Open Window > Package Manager
Select OpenXR Plugin and change the version to 1.5.1
Build and Run

Expected result: Scene is visible
Actual result: Black screen

Reproduced with: 1.5.0 (2021.3.10f1), 1.5.1 (2020.3.39f1, 2021.3.10f1, 2022.1.17f1, 2022.2.0b17, 2023.1.0a11)
Not reproduced with: 1.4.2 (2021.3.10f1)

Reproducible on: Windows 11
