Tile pallet window focused above modal dialog box blocking interaction

How to reproduce:

1. Open the "TilePalette" project
2. Open the "SampleScene"
3. Select the "Grid/Tilemap"
4. Focus on the Scene view
5. Press the "Open Tile Palette" in the Scene view overlay
6. In the Tile Palette window, press "Create new Tile Palette" -> "Create new Tile Palette"
7. Press Create, and then Cancel in the "Create palette into folder"
8. Move the open warning dialog box over the Tile Palette window completely
9. Focus on any other window
10. Focus back on the Editor and observe

Expected result: "You cannot save to an invalid folder" warning dialog box is shown on top of everything
Actual result: "You cannot save to an invalid folder" warning dialog box is hidden behind the Tile Palette window, and the user is unable to close it

Not reproducible in: 6000.0.62f1, 6000.2.0b2 (1c4764c07fb4), 6000.2.11f1

Reproduced on: Windows 11 Pro (24H2)
Not reproduced on: No other environment tested

Notes:

• After the reproduction, the Editor cannot be interacted with or closed (unless closed manually from within the Task Manager)
• Other dialog boxes (e.g. Build Profiles' Invalid path warning dialog box) are always on top, allowing the user to close them
• The Tile Palette window has to be a floating window
