Empty menu item (space) is displayed in the menu

Steps to reproduce:

1. Create a 3D (URP) project
2. Make a right-click in the "Hierarchy" window
3. Select the "Light" item and hover over it
4. Observe the displayed submenu list

Expected Result: No empty items should be displayed in the menus or submenus.

Actual Result: Empty menu item (space) is displayed between "Light Probe Group" and "Probe Volumes". Added screenshot in the "Attachments" section.

Reproducible with: 2023.2.0a21, 2023.2.0b7

Not Reproducible with: 2023.3.0a2 as at this time this stream has no this template ([Internal link]), 2023.2.0a20, 2023.1.8f1, 2022.3.6f1, 2021.3.27f1.
