Steps to reproduce:
1. Open Unity Hub
2. Create a 3D(URP) project
3. Notice the pop-up

Actual result: pop-up appears Expected result: no pop-up

Reproduced on: 2022.2.0a13, 2022.2.0b2, 2023.1.0a4
Not reproduce on: 2022.2.0a12
