No by-default selected package information is shown in the Inspector unless any package is selected or "My Assets" tab is opened

How to reproduce:
1. Create a new Unity project
2. Open the Package Manager (Window -> Package Management -> Package Manager)
3. Observe the Inspector tab content

Expected results: The Inspector contains the information about the default selected "AI Navigation" package
Actual results: The Inspector contains the default template "Readme" information or is empty

Reproducible with: 6000.0.55f1, 6000.1.15f1, 6000.2.0f1, 6000.3.0a4

Reproducible on: Windows 11 Pro
Not reproducible on: No other environment tested

Notes:

• When switching to the "My Assets" tab, going back to other tabs shows the information on the default selected packages
• If any package is clicked, all default packages show info
• The issue is reproducible again after restarting the project
