Contextual Actions Menu in Scene View opens at the cursor location despite not being in the Scene View panel

How to reproduce:
1. Open any project
2. Create a GameObject
3. Hover the mouse over it in Scene View and open Actions Menu (A)
4. Hover the mouse anywhere else in the Editor and open the Actions Menu (A)

Expected result: Contextual Actions Menu is opened only in the center of Scene View. This aligns with other menus such as the Overlay menu (`) and Tool Settings (S)
Actual result: Contextual Actions Menu is opened over all other Editor Panels
