Light is not fully displayed when Lightmap Encoding is set to Low or Medium Quality

2022.1 has reached end of life so the issue will be fixed in a newer version.
Steps to reproduce:
1. Open the user’s attached project
2. Open the “Assets/lightbake_error.unity“ Scene
3. Navigate to Edit > Project settings > Player > Other Settings
4. Change the “Lightmap Encoding“ to “High Quality“
5. Observe the white circle in the Scene view (the light is fully displayed and no part of it is missing)
6. Change the “Lightmap Encoding“ to “Low Quality“ or “Medium Quality“
7. Observe the white circle in the Scene view
Expected result: The light is fully displayed and no part of it is missing
Actual result: The middle of the displayed light is missing
