Unable to move or look in the Scene view when a debugger is attached

Reproduction steps:

1. Create a project
2. Create a script
3. Open the script with Visual Studio
4. Press “Attach to Unity”
5. In Scene view try to move or look around

Expected result: moving or looking around is possible
Actual result: moving or looking around is not possible

Not reproducible with: 2022.2.0a11, 2022.2.0a19, 2023.1.0a2
