Scrolling events no longer work when opening a Behavior Graph via the "Open" menu in the Graph tab

How to reproduce:

1. Create a new project
2. Open the Package Manager (Window > Package Management > Package Manager)
3. Install the Behavior package
4. Create two Behavior Graphs in the Project window (Create > Behavior > Behavior Graph)
5. Double-click one of the two newly created Behavior Graphs
6. In the Graph tab click “Open” in the top left corner
7. In the dropdown menu select the other created Graph
8. Select the original Behavior Graph tab and try to zoom in or out
9. Observe the behavior

Actual result: Scrolling events do not work in the first tab
Expected result: Scrolling events work in the first tab

Reproducible with: 1.0.15 (6000.0.33f1, 6000.0.73f1, 6000.3.11f1, 6000.4.4f1)
Not reproducible with: 1.0.14 (6000.0.33f1, 6000.4.4f1)
Could not test with: 1.0.15 (6000.5.0b3, 6000.6.0a3) ([Internal link])

Not reproducible on: No other environments tested

Workaround: Opening both Graphs from the Project window via double-click

Note: Opening a Behavior Graph via the "Open" menu in the Graph tab breaks scrolling functionality in the Graph tab that it was originally opened from
