How to reproduce:
1. Open the display settings by right clicking on the desktop
2. Ensure the non-UHD monitor is at 100% to 150% scaling and the UHD monitor has at least 3456x2160 resolution
3. Set the non-UHD monitor to be the main monitor
4. Open a Unity project on the UHD monitor
5. Open the Package Manager (Window > Package Management > Package Manager)
6. Press the + button and select "Install package by name..."
7. Observe the monitors
Expected result: Package Manager "Install package by name..." is fully displayed
Actual result: Package Manager "Install package by name..." is cut off and unusable
Reproducible in: 2022.3.68f1, 6000.0.56f1, 6000.2.0a10, 6000.2.2f1, 6000.3.0a6
Not reproducible with: 2021.3.58f1, 6000.2.0a9
Reproducible on: Windows 11 Pro (24H2)
Not reproducible on: No other environments tested
Note: The lower the display scale the harder it gets to reproduce, its easiest to reproduce on UHD monitor 250% display scaling and above due to virtually any spot on the editor will open a pop-up window on the other monitor
