UI Elements overlap in the Shortcuts window when docked and resized to a smaller window size

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Open the Shortcuts window (Unity > Shortcuts)
3. Dock the Shortcuts window on the right of the Game View and Scene View
4. Resize the docked Shortcuts window from left to right
5. Observe the Shortcuts window

Actual results: The Search bar overlaps with "Import", "Export" and profile dropdown UI elements, text elements in the Shortcuts window overlap with each other

Expected results: No UI Elements overlap with each other

Reproducible with versions: 6000.0.57f1, 6000.2.3f1, 6000.3.0b1

Tested on (OS): Ubuntu 24.04, macOS Silicon Sequoia 15.6.1
