Cannot open the context menu when right-clicking the Scene window tab

Reproduction steps:
1. Open any Unity project
2. Open the Scene window
3. Right-click the Scene window tab

Not reproduced with: 2020.3.36f1, 2021.3.5f1, 2022.1.8f1, 2022.2.0a10

Reproduced on: Windows 10, Windows 11
Not reproduced on: macOS Monterey 12.0.1 (Intel)

Expected result: A context menu is opened
Actual result: The view tool is activated, moving the mouse rotates the view

Workaround: Have another window (e.g. Game window) tabbed together with the Scene window, open the other tab, and right-click the Scene tab
