Tile Palette Windows Overlay Menu cannot be reached from the Windows Kebab Menu and a secondary Overlay Menu is present

Steps to reproduce:

1. Create a 2D Project
2. Open the Tile Palette Window
3. From the Windows Kebab Menu open the Overlay Menu
4. Slowly bring in the cursor into the Tile Palette Viewport towards the opened Overlay Menu
5. With the Tile Palette Window focused open the Overlay Menu with a shortcut (`)

Actual results: The Overlay Menu disappears when the cursor enters the Tile Palette Viewport, a secondary Overlay Menu can be opened with a shortcut (`) and the two are not tied together as the same Overlay Menu

Expected results: The Overlay Menu remains opened when the cursor enters the Tile Palette Viewport, no secondary Overlay Menu can be opened

Reproducible with versions: 6000.0.3f1, 6000.0.10f1

Not reproducible with versions: 2021.3.40f1, 2022.3.37f1, 6000.0.2f1
