UWP Player tries to initialize XR when "Initialize XR on startup" is unchecked

How to reproduce:

1. Open the attached project "VRUWPRepro.zip"
2. Build And Run the project for UWP

Expected results: No "Can't open app" pop-up is shown
Actual results: "Can't open app" pop-up is shown

Reproducible with: 1.6.0, 1.7.0 (2020.3.46f1, 2021.3.20f1, 2022.2.10f1, 2023.1.0b7, 2023.2.0a5)
