Can't rename GameObject by right clicking in the Hierarchy when another window in the Editor is focused

Reproduction steps:
1. Create a new Unity project
2. Focus on any window in the Editor except Hierarchy
3. Right-click -> Rename any GameObject in the Hierarchy

Expected result: GameObject can be renamed
Actual result: GameObject can't be renamed

Reproducible with: 2019.4.36f1, 2020.3.30f1, 2021.2.13f1, 2022.1.0b9, 2022.2.0a5

Not reproducible with: Cut, Copy, Duplicate, Delete, and Set as Default Parent options
