Packman: The navigation panel and list panel will be divided by two lines after Packman docking

Steps to reproduce:

Open or create a project
Go to "Window" ->"Package Management" -> "Package Manager"
Verify that it opens in a separate window
Go to the "My Assets" section
If you don't have any assets please download them (for example "Sunny Land")
Resize the packman window and its sections
Dock it next to the "Game" window. Short video is added below in the "Attachments" section.

Actual results: A screenshot and video are added below in the "Attachments" section.

Expected results: Only one line should be.

Reproducible with versions: 6000.1.0b2

Not reproducible with versions: 6000.1.0b1, 6000.0.34f1.

Can’t test with versions: 2022.3.56f1 as the navigation panel doesn't exist in this stream.

Tested on (OS): Apple M1 Max
