Render Graph Viewer layouting does not properly conform to window size

Steps to reproduce:

1. Open any HDRP project
2. Go to Window>Analysis>Render Graph Viewer
3. Scale the window in various ways (make it narrower, wider, etc)

Expected result: the elements inside the Render Graph Viewer get scaled/laid out correctly without visually incorrect sizing and/or overlaps.

Actual result: the elements inside the Render Graph Viewer can overlap each other or otherwise appear aesthetically unpleasing under certain window sizes.
