Opening new Input Action Asset bypasses Unsaved Changes Pop-up

Steps to reproduce:

1. Open a Unity Project
2. Create a new Input Action Asset via GameObject > Create > Input Actions
3. Create another new Input Action Asset via GameObject > Create > Input Actions
4. Open the first Input Action Asset in Input Actions Editor by double clicking on it
5. Ensure that the 'Auto-Save' option is not enabled
6. Make a change so there are unsaved changes (e.g. add a new Action Map)
7. Click the 'X' to close the window
8. Observe that an Unsaved changes pop-up appears on the screen. This is expected behaviour.
9. Cancel the close 
10. Double click on the other Input Action Asset to open it in Input Actions Editor

Actual results: The other Input Action Asset is opened in the window. However, the Unsaved Changes Pop-up never occurs and all unsaved changes from the first Input Action Asset are lost

Expected results: Before the other Input Action Asset is opened in the window, the Unsaved Changes Pop-up occurs and allows the user to Save, Don't save or Cancel.

Reproducible with versions: 7000, 1.11.2, 1.8.0

Not reproducible with versions: 1.8.0-pre.2

Can't test with versions: - 

Tested on (OS): Windows 11

Notes: 

• In versions before 1.8.0, opening a new Input Action Asset would open it in a new window, and so this issue did not occur
