An over-limit Property/Attribute name is not truncated when copied into another VFX Graph

Steps to reproduce:

1. Create a URP 3D project with the Visual Effect Graph package installed
2. Import the attached .vfx File into the Project (File has an Attribute with a long name set in a Previous Editor Stream)
3. Create another Visual Effect Graph and open both VFX Graphs
4. In the imported VFX Graph select the Attribute with a long name in the Blackboard and use your Copy Shortcut
5. In the newly Created VFX Graph select the Custom Attributes Folder in the Blackboard and use your Paste Shortcut

Actual results: Attribute name is not truncated when copied over to another Graph

Expected results: Attribute name is truncated to the new maximum name length

Reproducible with versions: 6000.6.0a7, 6000.6.0b1, 6000.7.0a1

Can't test with versions: 6000.0.77f1, 6000.3.16f1, 6000.4.12f1, 6000.5.0f1, 6000.6.0a6 (No Attribute name length limitation)
