Packages manifest "Brief Description" field is active and can be selected in the Inspector even though it is not interactable

How to reproduce:
1. Create a new Unity project
2. In the Project Browser under the Packages folder select any folder
3. Select a "package.json" file 
4. In the Inspector, observe the "Brief Description" field

Expected results: The field can't be selected and is not active
Actual result: The field is active and can be selected

Reproducible with: 2023.2.0b2, 6000.0.16f1
Not reproducible with: 2021.3.43f1, 2022.3.43f1, 2023.2.0b1

Reproducible on: macOS Sonoma 14.5 (M1)
Not reproducible on: No other environment tested
