Crash in .GUIView:get_vSyncEnabled_Injected when moving Scene window to another screen, while in Play mode

Repro steps:

• start a new project with the latest 2023.3 - I used the 3D URP Core Template
• ensure you have a second screen
• enter play mode
• drag your Scene window to the other screen 
• notice the crash
