Building 3D Sample Scenes (URP) Project fails

Includes where there by accident and have been removed

How to reproduce:
1. Create a new 3D Sample Scenes (URP) Project
2. Open the Build Settings Window (File -> Build Settings)
3. Click Build

Expected result: The Project builds and no errors are thrown
Actual result: The Project build fails and errors are thrown

Reproducible with: 2022.3.15f1

Reproducible on: macOS Sonoma 14.1.1 (M1) and Windows 10
