com.unity.template.vr documentation page redirects to the latest VR template version instead of 4.0.1

Steps to reproduce:
1. Create a new project with VR Template
2. In the Editor, open the Virtual Reality Template window and click on "Documentation"
3. Observe the opened Documentation page version
4. Hub reports the VR Template is on 4.0.1 with 2023.3, the Documentation page opened is https://docs.unity3d.com/Packages/com.unity.template.vr@7.0/manual/index.html, it should match the version that is shown in Hub

Expected results: VR Template documentation page redirects to the matching Template version
Actual results: VR Template documentation page redirects to the latest Template version

Reproducible with: VR Template 4.0.1 (2023.2.7f1, 2023.3.0b4)
Could not effectively test on 2021.3 and 2022.3 streams since the opened documentation pages are not the same as with VR Template 4.0.1

-On 2022.3.18f1 (Hub reports VR Template 6.0.2) the documentation pages takes to https://docs.unity3d.com/2022.3/Documentation/Manual/xr-create-projects.html instead of https://docs.unity3d.com/Packages/com.unity.template.vr@6.0/manual/index.html
-On 2021.3.34f1 (Hub reports VR Template 5.0.1) the documentation page takes to https://docs.unity3d.com/2021.3/Documentation/Manual/xr-create-projects.html instead of https://docs.unity3d.com/Packages/com.unity.template.vr@5.0/manual/index.html
