Projects do not open when using Unity 2019.4.41 Editor version with Industries or Enterprise license

How to reproduce:
1. Open Unity Hub
2. Open a project with the 2019.4.41f1 Editor version

Expected result: Project opens
Actual result: Project does not open

Not reproducible with: 2019.4.40f1, 2023.1.0a1, 6000.0.60f1, 6000.2.8f1, 6000.3.0b5, 6000.4.0a2

Reproduced on: Windows 11(24H2)
Not reproduced on: No other environment tested

This issue is reproducible with Industries or Enterprise licenses (Could not reproduce this issue with neither Pro nor Personal licenses)
