left click no longer works in runtime

Steps to repro:

1. create a uXML document with a button, toggle and text field and save the file.
2. in the main unity hierarchy, right-click and select UI Toolkit -> UI document
3. in the new ui document created and your save file as the source asset
4. enter play mode
5. Left-clicks should work, quit play mode.
6. Now change the layout using the layout dropdown on the top right corner and use default
7. Enter play mode again and try to click.

Result:

left clicks no longer works

Tested on 2023.2.0a1.117, works fine in 2023.1.0a26
