This behavior is due to a fix of a much more sever bug. Currently, the risk in attempting to fix this rather minor visual (and very fleeting) issue is not worth the benefit. We'll continue to monitor and if there are other more serious regressions from the original fix, we'll reconsider the risk/benefit assessment.

Steps to reproduce:
{}1. Create a project
2. Open Package Manager (Window > Package Management > Package Manager)
3. Open Unity Registry section
4. Type in any of the packages in the search field (ex. “Visual Effect Graph”)
5. Press “Install” button
6. Observe installation process

Actual results: Scrollbar briefly appears during installation process
Expected results: Nothing of note happens

Reproducible with versions: 6000.0.49f1, 6000.0.50f1, 6000.1.5f1, 6000.2.0b3
Not reproducible with versions: 2021.3.52f1, 2022.3.62f1, 6000.0.48f1

Tested on (OS): macOS Sequoia 15.4 (M4)
