Steps to reproduce:
1. Open an existing URP project, or create a new one
2. In the URP Render Asset, make sure that cascade count is set to 3 or 4
3. Notice when approaching a shadow-casting object, the first shadow cascade is missing
Notes:
- Observed in 2022.1.0b4, using URP version 13.1.4
- Issue does not reproduce when using less than 3 shadow cascades
- Seems to only affect directional lights
- Most evident when using very large shadow-casting meshes
