Tooltips linger on screen when cursor is moved away from Tooltip producing parts of the Editor

Steps to reproduce:

1. Open any Project
2. In Scene View hover cursor over any of the buttons that show Tooltips
3. Move cursor over any other part of the Editor

Actual results: Tooltip stays displayed, even when the Window is moved, then disappears if hovered over again

Expected results: Tooltips do not linger when cursor is moved away from Tooltip producing parts of the Editor

Reproducible with versions: 6000.5.0a2

Not reproducible with versions: 6000.0.63f1, 6000.2.14f1, 6000.3.0f1, 6000.4.0a5, 6000.5.0a1
