Some sound files with .ogg file type shows an error when Unity editor tries to import/re-import them

How to reproduce:
1. Open the attached project “IN-128482”
2. In the Project window, right click “InvalidSounds” and press reimport
3. Observe the Console window

Actual result: Console window shows error
Expected result: Console window doesn’t show any error after successfully importing

Reproducible with: 2023.1.0b5, 6000.0.65f1, 6000.3.3f1, 6000.4.0b3, 6000.5.0a4
Could not test with: 2023.1.0b4 (Unable to launch project with this version, fails on loading the project)

Reproducible on: macOS 26.1 (M1 Pro)
Not reproducible on: No other environment tested
